Since 2019, the cities of Nice and Turin have been cooperating on European initiatives such as PACTESUR and PACTESUR2. These projects have enabled a comparison of the legal frameworks and intervention protocols of European local police forces and revealed strong similarities, paving the way for practical exchanges with a direct impact on the quality of interventions and urban security.

The DIGIPOL project builds on this momentum. Its goal is to strengthen cross-border cooperation and develop joint training scenarios for the municipal police forces of Nice and Turin. These scenarios will be used both on an intervention simulator and on virtual-reality devices already employed by the two cities.

The main planned actions are:

  • Development of shared, fit-for-purpose, and innovative tools: production of 10 training scenarios specific to the cross-border area and the refinement of a methodology for local police forces.
  • Strengthening cross-border cooperation: organization of 6 training sessions and 4 hands-on exchange sessions to encourage the sharing of experiences and the construction of a common strategy.
  • Improving security in the cross-border area: delivery of 6 thematic days aimed at formulating recommendations to foster a shared security culture.

LINKS will design and deliver immersive virtual-reality simulations, in collaboration with the City of Turin, to support the training of European police forces. It will provide realistic, easy-to-use environments; test the simulations with operators to refine them based on feedback; and produce clear training materials for the EU-POLNET Police Academy. In addition, the Foundation will prepare straightforward guidelines to help all EU-POLNET partners collect the necessary data and independently create new VR training scenarios.
